Texas Department of Insurance

Costs and Enrollment

The primary purpose of Healthy Texas is to provide small businesses with access to quality health benefit plans that offer comprehensive coverage. Because the State of Texas shares in the cost of paying for health care services like prescription drugs and hospital visits, the price of Healthy Texas plans is an average of 30 percent less than other, similar health insurance plans.

In determining the specific cost of an employer’s premium, Healthy Texas carriers can only consider the ages and genders of those who will be covered and the business location. Employers are required to submit a short verification form that determines eligibility and allows a rate quote to be generated. Once an employer makes a decision about purchasing a Healthy Texas plan, the employer completes a more detailed application form.

Healthy Texas currently offers health insurance plans through two companies: Celtic Insurance Company and United Healthcare. A small employer may apply either directly with one or both of these health companies, or with an agent or broker that represents one or both of the companies.

Visit the participating carriers’ websites to learn more about available plans, what they cost, and how to enroll.
